Get Credit for Your Generator? HB911

Virginia House Bill #911 is one of the most strange, radical ideas I've read this month. It provides that, if any two or more customers operate their own little electrical generator, the utility companies should provide them with a way to figure out how much they've saved and to feed electricity back into the grid. I'm not near close enough to being an electrical engineer to figure out how this would work--whether it's a truly great idea, or an impractical boondoggle that'll end up costing everyone money. And it probably fits into some sort of cap-and-trade corporate deal of which we'll probably never be fully informed. But whether the engineers out there can make it work or not, this is the sort of science-fiction idea that deserves admiration as, at least, a noble thought.
