Chip the Kids? HB807

Virginia House Bill #807 would, if enacted, allow any "electronic tracking" (it doesn't specify tracking the location of a cell phone) to be used only on fugitives from justice, or "to recover stolen property" or "by the parents when tracking a minor." Full text:

Allowing owners of vehicles to track the movements of those vehicles might be useful, but what's it even doing in legislation that regulates tracking the movements of an individual? As written, this bill would legalize implanting chips in children and "tracking" them...and there are hysterical parents out there who've watched enough frightening TV shows that they'd probably try that. HB807 seems well meant, but it raises questions and needs some revision.
