Energy Efficiency for Trailer Houses--EDITED--HB27

Talk about a prickly issue! Whatever's proposed about standards of energy efficiency for trailer houses, somebody's going to complain. Does a bill allow greedheads to charge Grandpa money for a wheel-mounted shanty that's not adequate shelter for chickens? Or does it allow greedheads to put Grandpa out of his trailer and leave him homeless, or force him to become a public burden in a nursing home?

I, personally, like Virginia's House Bill #27, available online here:

Why? Because people who choose to live in trailer houses seldom have much choice about the energy efficiency of these structures. If they could afford to make any improvements that would lower their heating bills in winter, they would. What this bill does is give desperate people some chance of surviving, independently and without being a burden to others, long enough that they can afford to make their trailer houses more energy-efficient.
