Legal Notices Need to Appear in Newspapers: HB773

Virginia House Bill #773 would, if enacted, allow towns to change their whole charters without even posting notice of their intentions in the newspaper. Full text:

This amounts to de facto discrimination against older and poorer residents of the town, who are less likely to have Internet or cable TV access. If this web site weren't so frugal, we'd suggest that any new legislation that affects the rights of property owners should have to be announced by certified mail to each and every affected property owner. In fact, maybe this would be a good idea in any case. The taxpayers aren't likely to be willing to pay for certified mail about changes in the law that don't genuinely grow out of the community's "grassroots"...and land grabbers are likely to go away if they're required to pay for certified mail to disclose their own selfish intentions.
