Virginia House Bill #61 looks like the sort of thing that shouldn't be necessary but, after the 2008 election, apparently is. Full text here:

Patients who are conscious enough to request an absentee ballot in a nursing home can request one, but people like (allegedly) some members of A.C.O.R.N. may not go into the nursing home and "help" unconscious patients vote for the candidate the "helpers" have chosen.
