This bill asserts Virginia's right to regulate the use of our own "non-navigable waters," as distinct from subjecting the same watercourses to federal regulation. Although HB67 doesn't say anything specifically about preserving the quality of water or wetlands, those who think the federal government is big enough already will appreciate HB67.
