Sharing Medical Information Online: HB829

Virginia House Bill #829 would, if enacted, "authorize linkages between secure databases" for sharing confidential medical information about Virginia residents. Full text:

Where there's a link, there will soon be a leak. Oh, how we need legislation that would simply boot anything like this out of the General Assembly, something like:

"If any person stores on a computer that can be accessed via the Internet any combination of a Social Security number, complete date of birth, complete address, full legal name, bank account number, utility service account number, and any financial or medical information, pertaining to any other person than the owner of the computer, he shall be required to pay any individual whose privacy was thus violated a minimum of $1000 per piece of information, and the computer shall be melted down."

I don't really expect to find that in this batch of bills, Gentle Readers. But I keep looking.
