Virginia House Bill #865 would, if enacted, reduce the damage done by existing laws that limit the number of taxicabs available in a city. Full text:

In order for more of the people who really need to be car-free to become so, this bill needs to go further. If cabs aren't constantly hauling passengers, it's better for drivers to park at a stand and wait to be dispatched than to cruise around the city, but what's unacceptable is for people to continue to drive long after they know it's time to quit because "You can't get a cab when you need one."
