If enacted, Virginia House Bill #1023 would offer tax breaks to employers who hire people who've served time in jail. Full text:

I think it would take enough in the way of a tax break to motivate them to hire people who've simply been unemployed, or even been self-employed, for a few years. I'm not sure the state can afford to offer tax breaks for hiring former criminals.
