Sticking It to the Charities: SB86

Virginia Senate Bill #86 would, if enacted, make it costly and difficult for charitable organizations to solicit money. Full text:

Although this appears to be a reenactment of existing legislation, I'd bet a gluten-free vegan pizza that your church, PTA, Scout group, thrift store, or family renting a booth in Gate City's Friday Market to sell a few small items toward medical or funeral expenses, has never actually been required to go through this process. Nor should they have been. And no more should any other legitimate charity.

If there's a real reason to suspect that new "charitable organizations" are being set up as fronts to fund terrorism, by all means let's go after them...but not by sticking up every hospital fund, tuition fund, animal rescue fund, or disaster relief fund that requests just enough donations to meet an actual one-time need.
