Tea Party on LEED: SB621

By Virginia Tea Party members Patricia Evans, Catherine Turner, et al.; copy-edited by Priscilla King

Gentle Readers, I didn't do the research that went into this Tea Party commentary on Virginia Senate Bill #621. Full text:

http://lis.virginia.gov/cgi-bin/legp604.exe?121+ful+SB621

Here, edited for readability, is the commentary that came in yesterday's e-mail from Patricia Evans. The permission I received to post it mentioned that parts had been written by "Cathy, Sandy (Garst?), Dave (??)," and possibly others who've been e-mailing this around and are "on the same page."

SB621 discusses state-owned buildings, authorizing the Department of General Services to establish ( yet another ) Program requiring "energy efficiency data." Such programs will cost the taxpayers not only for the energy analysis, which will be repeated annually, but also for converting the buildings to meet non-governmental organizations' “green standards.”

Mandated LEED Standards will create monopolies, kill jobs, mandates that only LEED-approved building materials can be used ( manufactured abroad, NOT in the U.S. ) and is likely to be less efficient than other energy efficient construction practices. All of this is UN Agenda 21, "green building code" Public/Private Partnership-based. They are passing these bills through committee in block votes. We have to make them read the bills and understand where this is coming from!

Sadly, we were ignored and SB 621 passed Frank Ruff's General Laws and Technology Committee Monday:

2/13/12 Senate: Referred to Finance

Virginians, please contact these State Senators to encourage them to vote NO on SB 621:

Membership:
Stosch (Chairman), Colgan, Howell, Saslaw, Norment, Hanger, Watkins, Miller, Y.B., Marsh, Lucas,Newman, Ruff, Wagner, McDougle, Vogel Meets: Tuesday and Wednesday, 9:00 a.m., Senate Room B

In summary, the bill provides for the Department of General Services to establish a program requiring an energy analysis of each state-owned building containing more than 50,000 square feet of usable space to identify opportunities for reduced energy use. By December 31, 2012, such buildings are required to obtain an energy efficiency score utilizing the Energy Star assessment and ratings program. The Energy Star score will be published on the Department's website and updated annually.
The VA Tea Party Federation Bill Reader Team wholly reject the United Nations policy implementation inherent in SB 621. We also reject HB 1167, which you will shortly be hearing.

These bills will require executive branch agencies and institutions entering the design phase for construction of a new building greater than 5,000 gross square feet in size, or renovating such a building where the cost of renovation exceeds 50 percent of the value of the building, conform to Virginia Energy Conservation and Environmental Standards developed by the Department of General Services considering the U.S. Green Building Council (LEED) green building rating standard, the Green Building Initiative "Green Globes" building standard, and other appropriate requirements. Exemptions from the requirement may be granted by the Director of the Department of General Services upon a finding of special circumstances that make construction or renovation to the standards impracticable.

Please read "A Better Way to Rate Green Buildings" by Henry Gifford linked below. The best data available shows LEED's Green buildings with all the testing, requirements, regulations and certifications ( see below ), on average use MORE energy than comparable buildings! This massive "Green" industry is more hype than actual results. You will find the only thing growing in these "Green" organizations is unnecessary, expensive, inefficient regulations and international social engineering that is choking our economy.

LEED sets the standard for green buildings, but do green buildings actually save any energy? And visit: Henry Gifford's website

This is some information concerning Energy Star and its association with LEED "Leadership in Energy and Environmental Design"
http://www.green-buildings.com/content/78308-leed-vs-energy-star

“Energy Star was created by the EPA in 1992 and provides commercial building owners with strategic energy management plans…”

“LEED operates through the U.S. Green Building Council ( USGBC) and takes a much broader "triple bottom line" approach considering people, planet and profit, not just energy use. ( Agenda 21 )The triple bottom line factors in the economic, environmental and social issues present throughout the entire building process from concept, design, development and future operation.

USGBC’s national members are organizations across the globe that shares their goal of a more "sustainable" built environment (Agenda 21). According to their website, http://www.usgbc.org/  , LEED is transforming the way built environments are designed, constructed, and operated --- from individual buildings and homes, to entire neighborhoods and communities. ( Agenda 21 )

“LEED requires Energy Star as part of its EB (Existing Building) rating system.”

"LEED is an internationally recognized benchmark for what it means to have a green building. Now, with the LEED International Program, the rating systems represent global consistency, a regional approach, and local outreach and support – and are more applicable to projects worldwide than ever before." ( Agenda 21 )

LEED is frowned upon by many owners and investors, however, because it can be incredibly expensive to become certified. Many owners, developers and investors pass on LEED certification because the additional cost of commissioning, paperwork and professional fees seems daunting and unnecessary.”
