Natural-Born Wards of the State: SB448

Virginia Senate Bill #448 has been enacted into law. It provides that the newborn children of known drug abusers can be taken into protective custody by the state if there is any reason to suspect that the babies may be endangered or exposed to drugs...and several people who would be in a position to suspect such a thing are now required to find out. And "a fetal alcohol spectrum disorder" is on the list of reasons why an infant can be made a ward of the state.

Reading this one with appropriate temporary paranoia, I think it could use some clarification during the next year. "Fetal alcohol spectrum disorders" include low birth weight. Can Virginia really afford to investigate every smaller-than-average baby as a potential victim of child abuse?
