A charge of one or two cents per plastic bag wouldn't be unreasonable, but twenty cents is ridiculous.
Why do I suspect that the real intention of this bill is not to reduce the waste of plastic in Virginia, but to penalize those of us who reuse plastic shopping bags as the garbage bags in which we're required to package our recycling, the poop-scooper bags those of us who live in town are required to use to pick up after our dogs, and/or the shopping bags those of us who work in any kind of retail are demanded to offer customers with purchases?
