Social Security Number on Driver's License: HB689

Virginia House Bill #689 offers an exception, on religious grounds, for those who don't want their Social Security numbers in the DMV records. Full text:

I read this bill as a step in the right direction, a counter-move against all those bills that would allow the transmission of DMV-type information via the Internet. Delegate Israel O'Quinn has been working closely with privacy activists and is hereby commended.

However, by itself I don't know how much this bill would accomplish. In order for this step to become useful, several further steps need to be taken to reduce the use of confidential identity information as a means of exchange, and criminalize the use of the Internet as a medium of transmission for identity information.
