So maybe you were hoping that Governor O'Malley had found a way to tax the rain, itself, and thus force somebody out there to give Maryland more sunshine? Actually, it's a property tax calculated on the amount of rain that falls on, and thus runs off, a Maryland property. Becket Adams explains:
