Well, it's free "for the first six years," anyway, "to help parents get started homeschooling." After that it starts costing money...but my guess is that it'll be worth the money.
The only down side of this program I can see is that families using the "free" curriculum have to spend quite a lot of time connected to the Internet, which probably means bringing the blinking box into your home, unless you can persuade a church or social club to set it up in the basement. Not a problem for some readers but it would be a problem for me.
