We all know that President Obama, like many security-conscious people including me, used a deceased relative's Social Security number as a "nine-digit pass code" on a utility account. Since utility companies don't need to know anybody's Social Security number there's nothing wrong with that, and it's not fraud--you can tell utility companies up front that what you're willing to let them use is some other set of nine digits that you'll remember.
