Virginia House Bill 2229, though valuable, is depressing. It recognizes that, despite solid support in the state legislature, Governor McDonnell failed to sign a bill absolutely refusing to cooperate in the event that the federal "National Defense Authorization Act" is used to allow the unconstitutional detention of a U.S. citizen without a warrant:
