Virginia House Bill 1303 would, if enacted, provide tax credits for small businesses that "create new jobs" for which they're able to hire someone who's earned an associate or bachelor's degree at a Virginia college or university.

I love this thought. I wish, although it's probably not practical this year, that we could cut back spending to the point of making this bill retroactive and giving state tax credits to anyone who's earned any kind of degree or diploma from any of our public schools.
