Reminds me of one of the more unexpected themes the Lord's Covenant Church used to discuss in their studies of the whole Bible: prison reform. In the Bible system, thieves didn't get the option of being sheltered at the public expense in prison. Only those accused of homicide were allowed to check into the prison system, which Moses called "cities of refuge." Those found guilty of property offenses had to work. If they couldn't pay the cost of what they'd stolen, plus various penalties depending on any aggravating factors in their crime, they could be "sold" for up to seven years of hard labor.
